They really look for someone who has a plan that stands out, and it's a bit different.
Some grants are available to people only living in certain states. For example, the Historically Underutilized Business (HUB) Program offers business grant money to residents in the state of Texas. There is a catch though, you must be economically disadvantaged and the member of a minority group. Groups that have been historically underutilized are the recipient of this award. Examples of target groups include American women, black Americans, Hispanic Americans, Asian Pacific Americans, and Native Americans. It has been noted that white American men do not qualify. In addition to monetary awards, there are also mentor programs available. Grants and funding like this are available in every state, all you have to do is a little digging to find them.
